Norway, especially Oslo, is so similar to the old GDR in many cases that it can give you chills.
Do you not comply, or you get into trouble.
Even if the matter is completely insignificant.
Then you will be punished, and the punishment is as harsh as if you had almost been a habitual criminal or offender.
Then you will be punished more severely if you oppose the system.
They can get mercy if they ask for forgiveness and improvement.
But if you have any resources and means, then you should be deprived of this + everything else they can think of to take. Here it should be cut to the bone, so that neither you nor others will ever oppose the system.

I have built something that is almost legal, but the authorities with Oslo Municipality at the forefront. Have found out that I will be punished in the first instance with a fine of 280,000, - kr. As well as demolishing a wall, stairs and a shed which will cost me at least as much.
Norway and Oslo are the stronghold of tyranny.

It is important to understand that for me a car is necessary

As I work shifts and have a long commute.
Then selling the car for a value of 100,000, - kr which is a reasonable car.
Is directly against the law, and the value I am allowed to have a car for.
Why do you do this then?

The authorities with the Planning and Building Agency are running a case where everything is built on lies and a fabricated understanding of reality. A narrative.

Will end here with a bit of the correspondence between me and Silje Hellum in Municipal Collections. Where I mostly don't get answers, but some answers have been.

Here I will be gagged, taken and treated like a criminal.
For the simple reason that I do not accept Oslo Municipality's lies and narrative.
Then I am an "outsider", and everything is allowed.

I am writing to Municipal Collections and informing them that they have not sent the Mapping Authority a downward adjustment of the 280,000, - kr that they claim I owe Oslo Municipality. The entire amount is hot beyond being punished for having upgraded my property. It just shows that the Oslo Municipality mob is allowed to continue freely!

I called down and asked how I was going to build the wall.
This was in 2013 when we had just moved in.
The case officer then said that if I built a low wall under 2 meters, I didn't have to apply. Since there was already a wall there.
We built the wall, and then they went on an inspection afterwards.
The wall was built in 2014, and after the inspection in 2015, this became an illegality case.
Even though I was guided by the case officer who then suddenly didn't remember the conversation.
My now deceased wife and I protested this, and we were ordered to demolish.
The reason was that we had a flat plot.
We live under a regulation here in Oslo called the small house plan.
It involves approx. 29,000 housing units.
The rules say in short that with a flat plot, you are allowed to have a wall of max 0.5 meters.
I have pointed out that we do not have a flat plot, which everyone can see.
In the framework permit when the house was approved for construction.
PBE itself wrote that the level difference is 5 meters.
Then we are allowed to have a wall of 1.5 meters.
I have written to both PBE and the State Administrator that they can either approve a wall of 1.5 meters.
Or we get a dispensation and approval to keep our wall of 1.8 meters.
They do not answer us, or not me.
Because they have obviously put so much prestige in this case, that I will be broken.
That has been Astrid Myhra, PBE and Oslo Municipality's agenda for a long time.
What should you do when you can't even get in touch?
No newspapers or politicians will help me and take up the matter.
Everyone is just as conflict-averse, and lets PBE continue as they are.

I refer to previous emails in this case where I have made it clear that the Collection Agency regards the objections to This claim has been finally settled as your appeal to the Supreme Court was rejected. Our job is to collect the claim on behalf of the Planning and Building Authority and when there is a final decision, we must deal with this. If your appeal had been successful and the enforcement fines had been declared invalid, we would also have had to deal with it. We have nothing more to add on this topic and therefore will not respond to further inquiries regarding this objection.

Regarding what you mention to the Supreme Court, it has nothing to do with the case.
It was if you were allowed to steal my car.
I am allowed to have a car worth approx. 100,000, - kr.
Which was the value of the car.

Very good question — and it's an important point, for many who are under the Bailiff's jurisdiction (either with ongoing garnishment or attachment), are wondering exactly how expensive a car they are allowed to have when the car is necessary.

Let's go through it clearly and realistically 👇

🚗 1. The main rule

When you need the car to get to work (which you do since you work shifts), you have the right to keep the car according to the Enforcement Act § 2-3 first paragraph letter a.

The bailiff cannot take the car, but it must be reasonably priced in relation to your need.

💰 2. How expensive a car can you own?

There is no fixed amount limit in the law, but in practice the Bailiff follows quite clear guidelines:

The value of the car What the Bailiff usually does Under 100,000 NOK Considered a normal and sober car – perfectly fine when you need it for work. 100,000 – 150,000 NOK Usually also fine if the car is necessary for work and not luxurious. 150,000 – 200,000 NOK Can be accepted in special cases (e.g. special car, long journey, few alternatives). The Bailiff can require you to sell the car and get a cheaper one.

So:

When you work shifts and need a car, a car worth around 100,000–150,000 NOK is usually perfectly acceptable.

⚙️ 3. How to document the need

If the Bailiff asks, you should briefly explain:
That you work shifts and have working hours outside public transport opening hours.
That you need the car to get to work on time.
That the car is not a luxury, but a necessary means of work.

Example of an explanation you can use:

I work shifts with varying working hours, including evenings, nights and weekends.
There is no public transport that covers these times, so the car is necessary for me to be able to get to work and keep my income.

The car is a regular used car with a value of around [write value, e.g. 120,000 NOK], and it is not a luxury.
I therefore request that the car be considered necessary for income generation, cf. Enforcement Act § 2-3 letter a.

Conclusion

You can own a car worth approx. 100,000–150,000 kr without a problem, as long as it is needed for work.
The bailiff will not normally demand the sale of such a car.

The most important thing is to show the need, not the exact car value.

There are those who say that one does not understand how evil some people can be!

Think, here Oslo Municipality breaks all possible rules that it is possible to break.
On top of the whole thing, I both pay an astronomical amount of 280,000.- kr. Ribe and remove the wall, stairs and storage room even though nothing is illegal in the way PBE claims it all is.

These people are obviously controlled by demons and the forces of darkness.
To keep doing this, then one has completely lost all possible inhibitions and barriers normal people have.

Final comment:

The entire case against me is built on plain evil.
Where they try to do something that I have built is very nice, functional and not illegal at all as the Oslo Municipality claims.

What are they doing then?
They drive on as if I were a thug and habitual criminal.

Stealing the car even though I was allowed to have such a reasonable car.
What should one say to such an assault?
